The team hired many new staff members including lead designer Imran Sami and lead artist Carlos De Los Santos who were both formerly employed at Electronic Arts where they worked on titles such as Red Baron and Need For Speed Underground 2.

The music for Vice City was composed by Michael Litzenberger who co-wrote four tracks with DJ Shadow. The soundtrack has been certified Platinum by the RIAA.
