However, publisher Take-Two Interactive felt that the game would not sell well if it was an open world title and instead opted for a more linear storyline which would allow them to market it towards gamers who were already familiar with their other titles in the Grand Theft Auto series.
The development team behind Vice City was led by Mark Thompson and Dan Houser who had previously worked on Grand Theft Auto III and Grand Theft Auto: San Andreas, respectively. The team hired many new staff members including lead designer Imran Sami and lead artist Carlos De Los Santos who were both formerly employed at Electronic Arts where they worked on titles such as Red Baron and Need For Speed Underground 2.
The music for Vice City was composed by Michael Litzenberger who co-wrote four tracks with DJ Shadow. The soundtrack has been certified Platinum by the RIAA.
